Real ID 2026: NEW TSA Requirements You MUST Know (Updated Guide)

The short version
Check your licence first. Most compliant cards carry a gold or black star in the upper corner. Many states have issued compliant cards for years, so you may already have one.
Since February 1, 2026, flying without one costs $45 every time. That fee is non refundable and does not guarantee you get through security.
You do not need a Real ID at all if you carry a passport, passport card, military identification or a Global Entry card.
What Real ID actually is
The Real ID Act was passed by Congress in 2005 following the 9/11 Commission recommendations. It sets minimum security standards for state issued driver’s licences and identification cards, with the aim of reducing identity fraud.
How to tell if you already have one: most states mark compliant cards with a gold or black star in the upper portion of the card. Non compliant cards usually say “Not for Federal Purposes” or “Federal Limits Apply.”
Enhanced Driver’s Licences. Five states, Michigan, Minnesota, New York, Vermont and Washington, issue Enhanced Driver’s Licences. These show a United States flag rather than a star, and they are equally acceptable at security. They also work for land and sea travel to Canada and Mexico.
The $45 fee, and why it changes the maths
Enforcement began on May 7, 2025. From February 1, 2026, travellers arriving at security without a compliant identification are directed to a separate verification lane, where they pay $45, undergo biometric facial recognition, and receive a digital receipt valid for 10 days.

The warning that matters most: the $45 is non refundable and does not guarantee boarding. If your identity cannot be verified through the database checks, you are still denied entry to the secure area, having already paid. This is a verification attempt, not a pay to fly pass.
The cost comparison is not close. Flying twice a year, with trips more than 10 days apart, costs $90 a year and $900 over a decade. A Real ID costs $20 to $60 once. A passport card costs $65 once.
When you need it, and when you do not
Required for: boarding domestic flights, entering federal buildings that require identification, accessing military bases, and entering nuclear power plants and similar secure federal facilities.
Not required for: driving, voting, hospitals and clinics, post offices, applying for or receiving federal benefits, or law enforcement proceedings.
Your standard licence still works for everything except boarding planes and entering federal facilities.

For most people the passport card is the smartest option. It costs less than two of those $45 fees, requires no DMV visit, lasts ten years, and covers all domestic flights plus land and sea travel to Canada, Mexico, the Caribbean and Bermuda.
Mobile driver’s licences are now accepted at a growing number of airports in approved states, stored in Apple Wallet, Google Wallet or a state app. Always carry the physical card as backup, because not every airport supports them and technology fails.
What you need to bring
One proof of identity and legal presence
A valid unexpired passport or passport card, a certified copy of your birth certificate with a raised seal or registrar signature, a Consular Report of Birth Abroad, a valid Permanent Resident Card, a foreign passport with a valid visa and approved I-94, an unexpired Employment Authorization Document, a Certificate of Naturalization, or a Certificate of Citizenship.
Documents must be originals or certified copies. Photocopies are never accepted, even notarised. Documents cannot be laminated unless the card was designed that way, and expired documents are typically refused.
No birth certificate? Contact the vital records office in the state where you were born. Processing runs 2 to 8 weeks and certified copies cost $15 to $30. Order spares while you are at it.
Proof of your Social Security number
Most states want one document showing the full number: your Social Security card, a W-2, an SSA-1099, a pay stub showing the full number, or a 1040 tax return.
A laminated Social Security card is a common and avoidable problem. Many states reject them, because lamination interferes with the security features used to detect fraud. Two proofs of current address
A utility bill dated within 60 to 90 days, a bank or credit card statement in the same window, a mortgage statement or property deed, a lease, vehicle registration, an insurance policy, a current year W-2 or 1099, or government correspondence.
The two documents must come from different sources. Two statements from the same bank usually will not work, and your name and address must match exactly on both.
Name change documentation
If your legal name differs from your identity document, bring a certified marriage certificate, a divorce decree specifying the name change, a court order, or adoption papers. If you have changed name more than once you need the complete chain, so a marriage certificate and a divorce decree if both applied.
Some states require you to update your name with the Social Security Administration first. Delaware, for example, requires a 48 to 72 hour wait after that update before you can apply.

Use the state lookup tool at dhs.gov/real-id to reach your own state’s official page. Search only official .gov sites, and use your state’s document verification tool if one exists.
How to apply
- Decide whether you need it. If you already hold a valid passport, you do not need a Real ID for air travel.
- Check your state’s requirements on its DMV website, including whether appointments are required.
- Gather your documents: one identity proof, Social Security verification, two residency proofs, and name change papers if applicable.
- Use online pre verification if your state offers it. California, Florida and others report this cuts DMV time roughly in half, and it catches document problems before you travel to the office.
- Book an appointment. Walk in waits exceed three hours in some urban areas. Mid week and mid month are quietest.
- Visit the DMV with original documents, complete the application, pay the fee and have a new photograph taken.
- Check the star. Some states issue a temporary paper identification the same day, with the permanent card arriving in 1 to 4 weeks. Confirm the star marking is present when it arrives.
Costs and timelines
A new Real ID licence runs $25 to $60. A renewal with the upgrade is $20 to $45, a duplicate is $15 to $40, a state identification card is $10 to $35, and an Enhanced Driver’s Licence in the five states that issue them is $30 to $85.
Budget for the hidden costs too: a replacement birth certificate at $15 to $30, a marriage certificate copy at $10 to $25, court documents at $10 to $50, transport, and time off work.
Permanent cards typically arrive in 1 to 3 weeks, sometimes 3 to 4, and 6 to 8 weeks during peak periods or in states with backlogs.
Special situations
- Children under 18 travelling with an adult companion do not need Real ID or any identification for domestic flights.
- Military personnel can use military identification for domestic air travel. Department of Defense dependent identification and the Veteran Health Identification Card are also accepted.
